Commercial revitalization
Article Abstract:
Urban community development programs have increased considerably since the mid-1970s due to the combined efforts of public and private institutions. The three primary components of inner city revitalization programs (the largest category within community development) are: public improvements and street amenities; storefront renovations; and ongoing maintenance programs. Sidewalks are often an important element of these programs, with improvements made through the use of decorative brickwork, tree plantings, and creative use of lighting. How one development corporation combined the use of public and private funds for such revitalization is described. Methods of negotiating and brokering for funding of storefront renovations and continuing maintenance of the improvements are discussed, emphasizing that store owners should be convinced to join in the process.

Article Abstract:
The confrontation between the Reagan Administration and the U.S. Congress over the fiscal-year 1986 budget is likely to be a repeat of the battle waged between the two government bodies in 1981. One area expected to be subject to severe reductions is public housing, including the cancellation of the Urban Development Action Grant program, the Rural Housing Assistance Programs in the Farmers' Home Administration, and a two-year moratorium on new funding in the Housing and Urban Development's Housing Assistance Programs. An analysis of the measures proposed by the Reagan Administration to reduce federal funding for public housing and community development is provided.

Article Abstract:
A discussion between ten important figures in the housing field included National Association of Housing and Redevelopment Officials associate director for policy development Mary K. Nenno, North Carolina Legal Services Corp executive dir Donald M. Saunders, and Boston Housing Partnership Inc pres Robert Whittlesey. It focused on the use of trust funds in housing financing. The discussion also addressed such issues as whether to establish a national housing trust fund and whether trust funds are a good enough response to the need for housing.
