Article Abstract:
This article directs Chinese officials living in Tibet to educate Tibetans about childbearing and children's health. Late marriage and birth are advocated, second children permitted, and third children prohibited.

Article Abstract:
Chinese cadre members in Tibet aged at least 24 and having a one-child permit may receive one year of maternity leave with reduced salary. Tibetan members of Communist Party cadres with two children pledging not to have a third child can get 4 months of maternity leave with reduced wages.
