Effective community development
Article Abstract:
Measures of the effectiveness of a community development vary from observer to observer. There are those who evaluate the success of developments using quantitative criteria, such as the number of units constructed or the number of households in residence. While these criteria are useful in gauging technical expertise, they are not the most accurate measures of what is being done to promote community development. Perhaps the best way of gauging the success of community development projects is to determine if they have made a considerable difference to the people who live, work and visit the revived neighborhood. Successful community development projects can be distinguished from less effective programs by the fact that their initiatives consider the broader context of comprehensive neighborhood development strategies. In addition, neighborhood needs are identified, community residents are involved, project selection is mission-driven and project evaluation is ongoing.

Special-needs housing: the unfinished policy
Article Abstract:
This article discusses the serious social problems of homelessness in urban centers, using Philadelphia, Pennsylvania as an example. Issues discussed include the importance of the development of special-needs urban policy, renewal of downtown areas, and supportive housing projects which can be a valuable addition to the urban landscape by helping the mentally ill, substance abusers and homeless families.
