Partnerships for community development and housing
Article Abstract:
The success of community development and housing initiatives lies in the creation of partnerships between all the entities involved in the process. These include housing and redevelopment authorities, local governments, citizen groups, private developers, lending institutions, public agencies, homeless assistance offices and human service providers. This approach is a vast improvement from past community development and housing projects, where partnership was between a limited number of bodies which are focused only on the physical aspect of the endeavor. The most ambitious multi-disciplinary community partnerships so far are the ones being put forward by the federal Empowerment Zone Program. This initiative strongly emphasizes human and economic development and involves such sectors as human service agencies, neighborhood groups, planners, legislators, educators, citizens and local governments.

Article Abstract:
The trend towards budget reductions is compelling administrative agencies associated with housing and community development to find ways of achieving management and housing stock improvements. The Dept. of Housing and Urban Development (HUD), for instance, has unveiled a cost-cutting and reorganization plan called 'Blueprint.' Introduced by Sec. Henry C. Cisneros, this plan proposes the reduction of the HUD workforce from 11,900 to just 7,500 by the start of the 21st century and the integration of 60 HUD programs into three block grants in the latter part of the 1990s. The National Assn. of Housing and Redevelopment Officials, for its part, has come up with its 'Housing and Community Development Program Proposals' which also favor the consolidation of programs into a flexible formula grant. The association is also recommending the deregulation of local housing authorities.

Relocated homes provide affordable housing
Article Abstract:
The city of Colorado Springs purchased 10 houses from the Colorado Department of Transportation and moved them to an area where it was developing affordable housing. The houses were purchased by the Department of Transportation to make room for a highway project. Careful planning moved the houses with minimum damage.
