Energy performance contracting: financing capital improvements with private funds
Article Abstract:
Local housing authorities are allowed to spend public or private funds to improve energy conservation in public and assisted housing projects. However cuts in government funds have encouraged more housing authorities to contract with public firms simply to cut high energy costs.
