Article Abstract:
The Dept. of Housing and Urban Development (HUD) is moving away from the traditional 'bricks and mortar' approach in its effort to rejuvenate public housing. This attitude recognizes the reality that mere physical development is not enough to arrest the degeneration plaguing several housing facilities in inner cities. The approach currently being taken by HUD emphasizes strengthening of families and developing so-called 'campuses of learners.' In a speech given by HUD Sec. Henry G. Cisneros during a Campuses of Learners seminar last Oct. 1995, the most important elements of the new approach are the study-at-home concept, access to technology, partnerships with schools and universities, sponsorship by the private sector, education and learning for residents regardless of age, learning and living in safe communities, mandatory participation of residents, and time limitations.

STEP-UP: old values, new opportunities
Article Abstract:
STEP-UP is a holistic, non-bureaucratic, people-oriented jobs program model that saves people from welfare and joblessness, and transforms them into productive employees. Without requiring a new bureaucracy and new regulations, the program is designed and handled by local leaders to fit the specific needs and contexts of communities. The initiative, which is a unique collaboration between the Dept. of Housing and Urban Development and the Depts. of Labor, Justice, Health and Human Services and the National Assn. of Housing and Redevelopment Officials, is flexible enough that it can be applied to a diverse set of jobs and occupations. So far, STEP-UP has resulted in a significant number of jobs for people in construction and maintenance in over 12 sites across the country.

Self-sufficiency: accelerating the learning curve
Article Abstract:
Family self-sufficiency is the focus of the US Dept. of Housing and Urban Development's latest attempts to push public housing residents toward economic and social independence. In many communities, this program calls for the improvement of the residents' basic educational levels to enhance their employability and to enable them to participate more actively in community activities. Housing authorities can better promote the concept of self-sufficiency through education among tenants by providing computer-assisted basic skills training in the context of a job or the learners' other objectives. Contextual learning programs help learners understand why they need to learn a certain skill or knowledge and when they can apply it.
