Immigration and naturalization services detention overview
Article Abstract:
The Immigration and Naturalization Service (INS) of the US has tightened its policies primarily to prevent abuse of the legal immigration system. As a large number of deportable aliens fail to appear for deportation hearings or actual deportation, the INS has resorted to detention. However, the INS prioritizes humane treatment of its detainees as it continues to implement measures towards the improvement of detention centers. Alternatives have also been drawn up by the INS such as the Asylum Pre-Screening Officer Program, immigration 'parole' authority and the placement of deportable juveniles in foster homes.

Immigration-related welfare provisions in 105th Congress legislation
Article Abstract:
The 105th US Congress passed several laws restoring welfare benefits to immigrants. The bills lifted the restrictions improved by the former Congress and reinstated welfare benefits which were established. These laws include the PL 105-33 of the Balanced Budget Act of 1997 which annulled provisions of the 1996 Personal Responsibility and Work Opportunity Reconciliation Act withdrawing SSI and Medicaid benefits to immigrants. Similarly, food stamp benefits were restored to immigrants by PL 105-185 of the Agricultural Research, Extension and Education Reform Act of 1998.

Alternatives to the Illegal Reform and Immigration Responsibility Act of 1996
Article Abstract:
The Illegal Immigration Reform and Immigration Responsibility Act of 1996 contains provisions that will prevent reunification of immigrants and their families in the US. Voices for Immigrant Justice has come up with alternative proposals for the sections in the law the association deem unjust. Voices for Immigrant Justice is a coalition of priests, religious and activists that works with migrants at the grassroots level.
