Popular petitions protesting corruption and embezzlement by local governments in the region of the Three Gorges Dam Project, 1997 and 1998

Two petitions are presented targeting the Chinese government's mismanagement of citizens who were relocated during a dam-building project. Accusations include insufficient compensation to relocatees, withholding of information from citizens, coercion and appropriation of compensatory funds for personal gain.

Article Abstract:
This article reviews the policies used by the Chinese government to cope with relocatees wishing to return home, after having been moved for a 1956 dam construction project. These policies included persuasion, fining or incarcerating citizen leaders, and intimidation.
