QHWRA: a guide for small agencies

The rules outlined for public housing authorities in the Quality Housing and Work Responsibility Act of 1998 can be quite complex and difficult for small housing agencies to understand. The various elements of the law that apply to small agencies are explained, as are the various exemptions.

An open letter to H/CD commissioners
Article Abstract:
Local housing commissioners should learn more about the requirements of the Quality Housing and Work Responsibility Act of 1998. One of the law's provisions requires commissioners to sign off on a 5 year agency plan so they should learn more about the law by planning training sessions.

Public/private partnerships: a key to success
Article Abstract:
Local housing authorities need to team with private businesses to meet new federal mandates required by the Quality Housing and Work Responsibility Act of 1998. The act requires agencies to build up their income and it also requires mixed income development.
