Race and gender differences in the distribution of home and community-based services in Florida
Article Abstract:
Significant personal and community differences, such as race and gender, are evident in the use of home and community-based services. A survey of Florida's Medicaid waiver program reveals the disproportionate services offered to women and non-whites in the absence of institutional care. Medicaid eligibility is defined in terms of the levels of segregation in the community with non-whites and black women being more eligible than whites to receive home care services. The program offsets the lack of nursing homes by recourse to support networks in non-white households.

Welfare, work, and family well-being: A comparative analysis of welfare and employment status for single female-headed families post-tanf
Article Abstract:
The effects of participation in paid work for low-income single-parent female-headed families on three important aspects of family well-being, the ability to pay for rent and utilities, postponing needed medical care, and food hardship are investigated. The results indicate that full-time employment does not pay off for families who have welfare for two or more years when compared to families who have never relied on welfare.
