Township government reform goes astray
Article Abstract:
The practice of institutional streamlining has had some effect in that it has led to fewer departments in the institutions but the overstaffing situation remains unchanged and the original problems persist. Township reform faces hard choices and even though in the preceding years there has been some action, basic operating mechanisms have not changed and anticipated objectives have not been reached.

Township-village relations: Disconnection in the midst of control
Article Abstract:
A disconnect between the grass-roots organizations and rural social life exists and administrative controls have made relations between township governments and village organizations closer but also more strained. The split between government operations and peasant life constitutes a real challenge to government reform and rural governance under the conditions of market economy.

Hard-pressed township finances
Article Abstract:
A study of the townships' existing financial system which came into being in the mid-1990s shows that there is a high degree of polarization under the current system of tax-sharing as a result of which the poor are very poor and the rich very rich. The great majority of townships are financially hard pressed and there is a large structural gap in their revenues.
