Township governments in flux
Article Abstract:
Township institutions are in a state of flux as the process of reform since the 1980s, which has been one of constant expansion and streamlining, has had no effect. The number of township government personnel has more than doubled since the early 1990s but along with increases in personnel, internal structures and functions have not only failed to come close to the anticipated objectives of the reform, but have become even more chaotic making their future uncertain.

The debt chaos of township governments
Article Abstract:
Debts are a serious cause for concern for township governments presently as well as in the future because the size of the debts is enormous, reductions if any have been minimal, new debts are being incurred and the existing ones are increasing quite rapidly. Further, the prospects of resolving the problem are also unclear with no one at any level of government seeming to have an effective solution.
