Gloom, doom and a glimmer of hope
Article Abstract:
The Standing Conference of Chief Education Officers shows the problems Local Education Authorities are having in achieving suitable standards in statutory services. Cuts are having to be made in outdoor education, swimming lessons and music tuition. Kent LEA is having to close youth clubs and adult education centres and Northumberland LEA is to close its two outdoor activity centres. Leisure managers must ensure that duplication is eliminated and coordinate with colleagues in such services. In two tier areas, it is more difficult, with elected members reticent in supporting coordinating work.

Local plan aesthetics
Article Abstract:
The UK Chief Leisure Officers Association (CLOA) has gained political and professional support for its Local Leisure Plan initiative and will issue a consultation document. The initiative proposes that local authorities should produce a plan of their leisure service provision. The CLOA will forward copies of the consultation document to all local authorities and relevant organisations during May 1997 and, following the consultation period, detailed proposals will be submitted to the Department of National Heritage during Nov 1997. The argument for the Local Leisure Plan is presented.

Issues concerning the provision of leisure facilities for people over the age of 70 are discussed. Daily activity has been found to enhance mental health in the old therefore provision of facilities is essential.
