Water parks are popular with the public and can provide good profits for the developer but, for success to be guaranteed, they need careful planning. People enjoy water parks for the freedom of activity offered. However, considerations for the developer include ensuring that the attraction is well sited in terms of the demographics of the market, and that the park will build a good reputation for safety and enjoyment. Rides which prove particularly popular are those which can be enjoyed in a group, whilst surfing attractions offer high visual appeal.

UK local planning authorities apply sequential testing to new development proposals to assess the need of an out-of-town site after all available in-town sites have been considered. Planning guidance can often be ambiguous and clarification is needed to interpret guidelines. Leisure development plans will become harder to pass as sequential testing becomes more widespread and easier to apply. Site accessibility and effects on catchment areas will need to be promoted to ensure sites are not disregarded when using the sequential approach.
