A polarity in European research
Article Abstract:
The huge amount of capital, $428 million, being made available for research fellowships by the European Commission through its Human Capital and Mobility program threatens to jeopardize the smaller, independent research programs throughout Europe. If funding of scientific research becomes thus centralized, peer review, and hence quality of research, will suffer. Instead, EC nations should pay a tax to the Commission to support joint efforts, but be allowed to deduct from this tax money spent domestically to fund research.
