A welfare-based index for assessing environmental effects of greenhouse-gas emissions
Article Abstract:
The economic-damage index (EDI) is a measure of the effect of different greenhouse-gas (GHG) emissions on the global economy. The index enables a comparison of the effect of different GHG emissions on global economic welfare. The index includes the effect of stratospheric-ozone depletion by hydrocarbons and enhanced plant growth by CO2 fertilization. Other factors, such as H2O feedback and sulfate aerosols, also affect EDI. The values obtained using EDI are more useful than those from the global warming potential because they include non-climate effects.

The great Berlin greenhouse compromise
Article Abstract:
The Conference of Parties to the Rio Treaty on Climate Change, held in Berlin in May 1995, has decided not to impose strict restrictions on the emission of greenhouse gases. A treaty to control the emission of all greenhouse gases from some date in the future has been proposed. Effective monitoring of the emissions depends on the national governments providing accurate data on the amount of emissions in their countries and the formation of a control system to prevent any government from not implementing the treaty.
