European Environment Agency still in limbo
Article Abstract:
Political disputes have prevented the European Environment Agency from carrying out its assigned task of gathering, collating and reporting environmental data. Britain's Advisory Council on Science and Technology (ACOST) reported that negotiations over where the European Parliament should be located and the transfer of personnel from the EC's existing environmental data service has delayed EEA's start. ACOST recommends that the setting-up of EEA go forward since the need for a repository of environmental data has not diminished.

New university funding council to reward potential
Article Abstract:
The Higher Education Funding Council for England (HEFCE) will take a broader approach to evaluating university research by considering a research department's potential. Two existing bodies, the Universities Funding Council and the Polytechnics and Colleges Funding Council, will merge in Apr 1993 to form the HEFCE. The new funding policy is intended to encourage departments to innovate and develop rather than to stagnate.
