Better government for Europe?
Article Abstract:
The EC's misguided reform of its Common Agricultural Policy (CAP) provides another reason for doubting that the Maastricht Treaty will improve Europe's government. The Treaty, which the EC's members drew up in Dec, 1991, and which is now being ratified, is intended to be Europe's constitution. However, the changes in CAP, approved in May, 1992, and involving the payment of European farmers for not overproducing, is an instance of the arbitrary decision-making that is likely to undermine the Treaty. EC agriculture ministers endorsed the CAP changes without regard to what the European people would think about it.

Article Abstract:
'A Scanner Darkly', a movie directed by Richard Linlater is reviewed to find out how a cinematographic technique can provide insights into the perception of reality. The movie uses the 'rotoscoping' filming technique, wherein the conventionally shot footage is transformed into cartoonish animation using a combination of human animators and computers, to evoke the estranged world of drug use.

Birds fly in the face of 'green' farming incentive scheme
Article Abstract:
Giving farmers financial incentives to delay mowing or grazing and to limit their user of fertilizers may not substantially boost biodiversity, according to research undertaken at Wageningen University, Netherlands. This research calls into question biodiversity incentive schemes, which cost the European Union 1.7 billion euros a year.
