Assurances given by the director of the US National Institutes of Health (NIH), Elias Zerhouni, to the Congress over the regulation of conflicts of interest are contradicted by new allegations regarding the paid consulting agreements between its scientists and the outside entities without approval from the agency. New rules on consultancies proposed for NIH employees seem to be essential to regain its status in the federal government.

Elias Zerhouni's tenure at the National Institutes of Health is being attacked by some scientists as he is trying to implement his vision, Roadmap, for the agency. The critics claim that the Roadmap is diverting resources and attention from basic scientific research and hence Elias Zerhouni must convince his staff that he is on their side.
