Congress steps back into dispute over Arizona telescope
Article Abstract:
Rep. Jim Kolbe of Arizona has proposed an amendment to a congressional budget bill that would allow construction to resume on the Large Binocular Telescope (LBT) at the Mt. Graham International Observatory in Japan. The $80-million LBT has spawned a controversy involving astronomers, environmentalists and Native American tribes. Critics of the telescope construction claim that the telescope will pose threats to the local population of the endangered red squirrel. Meanwhile, the San Carlos Apache tribe contends that the mountain is sacred and should thus be excluded from further development.

Transatlantic talks on space telescope
Article Abstract:
The US National Aeronautics and Space Administration (NASA) has been undertaking initial feasibility studies for the Next Generation Space Telescope (NGST) project since spring 1996, and formal discussions on the project are due to begin between the US and European space agencies in Oct 1997. Europe may contribute as much as $200 million to the NGST, according to the European Space Agency. Construction costs are planned at around $500 million, with a launch planned for 2007.

'Neutral' mechanism sought to fund environmental research
Article Abstract:
The Congress is currently at a loss for methods to finance scientific research that would not be considered biased or tainted in relation to environmental issues. The House is currently re-considering a long-standing proposal to create a National Institute for the Environment which would conduct supposedly unbiased and untainted environmental research. The idea is unlikely to survive as it continues to attract little support in Washington and among environmental groups.
