Election rivals promise French R&D boost
Article Abstract:
The three leading candidates involved in the first round of France's presidential elections have claimed that they would make research their national priority. However, of the three leading candidates, only the Socialist candidate, Lionel Jospin, has presented a detailed research policy. Both Edouard Balladur and Jacques Chirac have promised a research spending increase to 2.8% from 2.4% of the gross national product to match US and Japanese research budgets while Jospin is promoting a 3% budget. Most researchers are skeptical about the claims by Balludur and Chirac and consider Jospin as having the most comprehensive research policy.

French citations forge ahead but Europe still loses ground
Article Abstract:
The number of French scientific articles published in international journals increased during 1982 to 1993, while that of European countries such as UK and Germany decreased. However, both Germany and UK are still ahead of France in their contributions to international scientific journals. An increase in the number of French publications in English and the number of research grants given under French President Francois Mitterrand are the main causes of this rise in publication. Europe is falling behind United States and Japan in science and technology research.
