The European Community Commision, will set out to formulate framework programs for applied research. Although the Maastricht Treaty is mainly about monetary union, shared foreign policy and security, it also encourages industrial organizations to collaborate in advanced technology by ensuring a supply of skilled people and providing standards and testing laboratories.
