Technical budgets are not elastic
Article Abstract:
The UK's Office of Science and Technology is lobbying for a 25% reduction of all membership subscriptions to the European Space Agency (ESA) to preserve more of its budget for national aims. However, ESA's budget does not appear to be inflated. ESA's budget can be rearranged by equalizing in-house salaries with those of the Agency's commercial contractors and audit investigations must be made regularly. The ESA contribution currently makes up 2/3 of UK's expenditure on civil space.

'Public' versus 'private' knowledge
Article Abstract:
The concern regarding the damaging effect of patents on the freedom of publication has been voiced by a report on intellectual property rights published by Britain's professional academic societies. The report, 'Intellectual Property and the Academic Community' has been prepared by a working party of the National Academies Policy Advisory Group. The document covers wide ranging subjects from the usage of patents to genetics to the effects of the growing electronic communications.
