Japan opens up to foreign researchers
Article Abstract:
Employment opportunities in Japan for foreign scientists has increased since the 1980s although there has been minimal information targeted toward parties interested in working in Japanese laboratories. By 1988, Japan's Science and Technology Agency (STA) had started to accept foreign scientists for post-doctoral fellowships and research work at national laboratories, public corporations and nonprofit research organizations. The Institute of Physical and Chemical Research near Tokyo, Japan, is the popular destination for these STA fellows.

Trying to shake Japan's faith in forecasts
Article Abstract:
Japan's preference for research on forecasting earthquakes over research on how to minimize earthquake effects was seriously questioned for the first time at an Apr 8, 1992 meeting of the Science Council of Japan. US research casting doubt on the possibility of earthquake prediction led some Japanese seismologists to argue that the government should shift funding from prediction to mitigation. However, the influence wielded by pro-prediction academics makes it unlikely that priorities will be changed.

When silence isn't golden
Article Abstract:
A two-day seminar on the ethics of human genome research held in Mar 1992 in Fukui, Japan, aroused little interest in ethical questions among Japanese scientists. Kenichi Matsubara, a leader of Japan's Human Genome Project, funded the seminar, which was chaired by Norio Fujiki, a teacher at the Fukui Medical School. Fujiki expressed disappointment that few scientists participated in the seminar's second day when ethical controversies were the focus of attention.
