NASA looks to overhaul grants process
Article Abstract:
The US National Aeronautics and Space Administration (NASA) began a review of its research grants programme in Aug 1997. The review will examine all aspects of the grants administration process from the conception of ideas through application and peer review to grant award and payment. NASA was aware of administrative problems and has received criticism concerning delays in payment. NASA is seeking comments from the scientific community and is examining issues including automation of grant processing.

Article Abstract:
It has been a year since NASA came up with the plan of incorporating a fraction of its research activities to private institutions but there is still no progress towards the plan. The lack of sponsors is mainly attributed to the absence of specific guidelines in the privatization act. There are also problems of a low public image especially in life science, and the fear of whether current employees will be absorbed by the new institutes.
