Plans for Russian uranium payments stir fears of nuclear proliferation
Article Abstract:
Organizations supporting nuclear nonproliferation are worried over Russia's decision to provide highly enriched uranium (HEU) as payment for the subscription to two French research reactors. Critics say that this violates the international agreement on Reduced Enrichment for Research and Test Reactors. The decision will make the US ban on HEU exports redundant and will discourage the conversion of Russian, Chinese, and European research reactors to light-enriched uranium (LEU). According to the European Atomic Energy Community, the trade is justified as some reactors cannot convert to LEU.

Refusenik researchers return
Article Abstract:
Israel was overwhelmed with 17,000 educated Russian immigrants in 1989 and most are still unable to find work in their respective fields. The most qualified scientists or those in underrepresented fields such as electronics and computers are employed but universities and hospitals cannot afford to absorb the remainder. Limited-time cash and allowance packages were given initially but they are now expiring and the recipients are still unemployed. A plan has been implemented to provide 200 educated immigrants with a low three-year stipend to supplement other income.

Peer review 'still essential', say researchers
Article Abstract:
Participants of an international meeting of publishers, librarians, scientists and lawyers held in Paris, France, in mid Feb. 1996 agreed that peer review should be the main means of ensuring quality control in science publishing. They also concurred that establishing secure and lasting archives should be the priority and that common standards for indexing papers should be formed to ensure accurate retrieval and cross-referencing. However, disagreement remained on the form that peer review would take in electronic journals.
