Revealing the hidden costs of research
Article Abstract:
Growing emphasis is being placed on the need for financial transparency in scientific research in both the UK and the US. One of the most significant elements in financial transparency is the accounting of indirect costs, an area where there is particular controversy. Approaches to these issues in the US are relevant to other countries, as the US has over many years developed a system for identifying the indirect costs of research. The US system is complex, but does not require universities to show that money allocated for research costs was spent directly, and in proportion, by the departments and groups that brought that money in.
