Still not alert: Tsunami preparations in the Indian Ocean remain inadequate

Article Abstract:

Indonesia's failed response to the tsunami warning given by the Pacific Tsunami Warning Center, about the latest tsunami that hit the cost, reflects the fact that, in the rush for action that followed the 2004 tsunami, too much emphasis was put on the expansion of the high-tech early warning system, and not enough on improving local preparedness. Emphasis should be laid on improving national emergency management in such countries if improvement in warning system is to have any effect on them.
