UK's food standards agency will report to health minister
Article Abstract:
The UK government will merge the food safety, nutrition and research divisions of the Ministry of Agriculture, Fisheries and Food and the Dept of Health to create an independent food standards agency reporting to the health minister. The agency will be managed by a chief executive and 12 commissioners, most of whom will be taken from public and consumer interests. Making food safety research the responsibility of the agency reflects the opinions of those who feel that the influence of the food industry lobby may have hampered open and clear publication of research by the agriculture ministry.

UK research set for international scrutiny
Article Abstract:
Changes to the UK's Research Assessment Exercise (RAE), which investigates the quality of university research, will include involving foreign scientists in assessing research quality. The RAE's 60 subject panels will each select a corresponding virtual panel of scientists abroad. The overseas panel will look at all research considered by the UK panel to be eligible for the highest classification. Some observers have concerns about the new RAE, including the fact that it could endanger future research talent by failing to make funds available to gifted but less well-established researchers.

Europe bids to pull US patent law into line with first-to-file system
Article Abstract:
The European Commission (EC) and the US are to resume talks on harmonization of US patent law with that of many other countries. In Europe priority on patents is attributed on a first to file basis, but in the US they are based on first to invent. First to file is less complex and costs involved are less than first to invent. However many companies in the US staunchly defends the first to invent system.
