Sir Richard Scott's independent probe of a secret reversal of policy towards arms sales to Iraq largely exonerated the UK government from charges it deceived Parliament. However, it did criticize Attorney General Nicholas Lyell's refusal to disclose documents in the trial of Matrix Churchill executives.

Iraq arms probe terms set

Prime Minister John Major established the rules for an independent judicial investigation into allegations that the British government had known for years prior to the 1992 Persian Gulf War that British companies were exporting goods to Iraq that were being used for military purposes.

British Prime Minister John Major on Nov 10, 1992, implemented an investigation into charges that the British government allowed the sale of sophisticated machinery to Iraq even though there was evidence that Iraq was using the equipment to make weapons.
