The Senate on Feb 19, 1992, passed a complicated energy bill designed to encourage conservation and the use of alternative-fuel vehicles. The bill also loosened restrictions on nuclear power plants and natural gas pipelines. The bill did not include a plan for petroleum drilling in the Arctic.
