Haiti: military agrees to human-rights monitors

The military government of Haiti has agreed to permit 40 human-rights observers to enter the country to monitor the first stage of a United Nations-sponsored plan to restore democracy. The government backed away from previous demands that would have prevented the plan from being implemented.
