Small businesses are finding it hard to recruit and retain good employees, particularly in the Midwest. Tactics that have had some success include relocating to the inner city, where unemployment is high; training their own workers, recruiting through schools, churches and the employees themselves.

A Coopers & Lybrand survey of 400 small firms found that two-thirds utilize outsourcing, and those firms that do tend to have higher sales, growth rate and profits. A guide to implementing and monitoring outsourcing contracts is given along with profiles of individual companies.
