House passes property-rights bill

The House version of a property-rights bill passed Mar 3, 1995, allows landowners to recover damages from the government if they lose at least 20% of their propery's value because of environmental regulations. Opponents to the bill claim it changes the structure of environmental protection laws.

Clinton signs family-leave bill
Article Abstract:
Pres Clinton signed the Family and Medical Leave Act on Feb 5, 1993. The Senate and the House had passed the bill the previous day. The law requires major employers to offer employees as much as 12 weeks of unpaid leave for medical and family emergencies.

Line-item veto backed by Senate; bill goes to conference

The line-item budget veto was approved by a Senate vote of 69-29 and supported by Pres Clinton. The bill is seen as a tool to help reduce the budget deficit in coming years and possibly help create a balanced budget. Few Democrats supported the bill.
