Kenyan Pres Daniel arap Moi Mar 22, 1993, reported that he was rescinding some of the economic austerity programs that he had established on the advice of the International Monetary Fund and the World Bank. The Kenyan central bank subsequently implemented new controls on exports and foreign exchange.

Trader blames crash on Barings
Article Abstract:
Leeson, in an interview conducted Sep 4, 1995, said poor oversight by Barings PLC management was one of the major reasons why he was able to make illegal trades which resulted in the loss of $1.3 billion and the demise of the firm. Leeson's bid to be extradicted to the UK was denied.
