Haitian Premier Marc L. Bazin on Jan 27, 1993, rejected a UN proposal to place human-rights observers in Haiti. Bazin called the plan a threat to Haitian sovereignty. The rejection of the proposal may lead to a confrontation between the Haiti and the international community.

U.S. downs Iraqi warplane in 'no-fly zone': first clash over Shiite region
Article Abstract:
A US fighter plane destroyed an Iraqi military aircraft on Dec 27, 1992, that had entered the southern Iraq 'no-fly zone' patrolled by the US and its allies. The zone had been established in Aug 1992 to protect Shiite Moslems in the area from Iraqi attacks.

U.N. wins relief accord

The UN has obtained an agreement from both parties to the civil war in Sudan to allow relief flights to land. More than 3 million people in Sudan have been displaced by the fighting and need emergency assistance.
