Australia has shown a boom in its rapidly expanding $3-billion child-care service industry, revealing it to be one of the playgrounds of profit, but it is threatened by serious claims of mismanagement. Claims of miserable operating conditions and industrial disputes are creating a potent mix, which can change the business completely, and Government is introducing reforms for determining who can start a child-care business.
