Provinces face credit crunch

The deficits of Canada's provinces are increasing, and credit agencies are evaluating the ratings of the provinces. The provinces, particularly Ontario, were responsible for 41% of the public-sector deficit in 1992-93, compared to 16% in 1988-89.

Utilities in 'pollution credit' swap
