Supreme Court strikes down Congressional term-limit laws: says Constitutional amendment required

The justices agreed 5-4 that term limits imposed by voters add further requirements for legislators in its decision on U.S. Term Limits Inc v. Thornton. The close vote resulted from different interpretations of the powers of the federal and state governments.
