It's not insurance in the traditional sense, it's a hedge against the wrong kind of weather in a particular market. It's a risk-management contract against too much rain in San Francisco, or too little snow in Chicago for a retailer like a coat manufacturer that needs a certain kind of weather to sell its product. For example, New York-based Weatherproof Garment Co. has bought a cold-weather contract form Enron Corp., an energy company in Houston.
