Yeltsin made the first official visit by a Russian head of state to China since the dissolution of the Soviet Union in 1991. Although Yeltsin was forced to return to Russia sooner than planned because of political problems, he signed 24 agreements between the two countries.

Clinton signs antiterrorism bill

Pres Bill Clinton signed an antiterrorism bill approved by Congress in response to the 1995 Oklahoma City bombing. The bill provides $1 billion for fighting terrorism and limits the number of appeals for which death-row prisoners may apply.
