Patients and children first
Article Abstract:
The UK government is to make available an additional 21 billion pounds sterling for the National Health Service in the period to 2001, with education receiving an additional 19 billion pounds sterling. However, these increases are not as impressive as government ministers would like voters to believe, given that they come after two years of very tight spending and that inflation must be taken into account. The government is keen to emphasize that it will expect higher standards in health and education.
