A contract on schools
Article Abstract:
There has been a popular feeling against using private sector companies to run schools in Britain, yet this can be a route to removing power from teachers' labor unions and bureaucrats. Costs can be reduced, staff turnover can be stabilised, and poor teachers can be removed while good teachers can be retained. Innovation can be fostered by competition. There is also a chance to achieve greater clarity in relation to the goals of education. The state should regulate education rather than seeking to provide teaching.

Fail the test, miss the grade
Article Abstract:
Houston, Texas has ended social promotion in schools, and students failing tests will have to repeat that year. The Texas governor, George Bush, also aims to help students failing the test by providing funds for remedial tuition. The policy is expensive, and there has been opposition from civil rights groups. The problem is, however, that too many children are leaving school without basic math and reading skills, and it is easier to address their problems if they are tackled earlier.
