Bob Dole's outspoken defense of tobacco, while his campaign is heavily financed by the tobacco industry, is an obvious example of the corruptive effect of unregulated campaign financing. Both parties have always pandered to special interests, and give only lip service to campaign-finance reform.

Pres Clinton's campaign-finance bill addresses the fact that although American campaign funds are open for public scrutiny, the sheer amount of funds needed to get elected invites influence-buying. His spending limits have received bipartisan support, a modest victory.

Gore's image as an upright politician was tarnished when he confessed to making telephone calls to solicit campaign donations. The incident also illustrates how law can be a poor measurement of scandal but is nonetheless a preferable alternative to arbitrariness.
