George W. Bush is likely to have to make speeches on economic policy, as a presidential candidate, and his speeches are likely to rely on American Enterprise Institute's Larry Lindsey for content. Lindsey has been the Council of Economic Advisers' staff economist and he opposes excess regulation, while stressing the importance of incentives. He favors more spending on defense, and for social security to undergo a partial privatization. He has also proposed a flat rate tax for income including capital gains, with a rise in the amount that could be earned before tax is paid.

Nobody looking at the road

The US seems to be making progress in its war against terrorism, but economic policy has suffered from partisanship and apathy. Pres George Bush is belatedly increasing pressure to pass economic stimulus laws, while the fast-track trade negotiating authority is also under threat.

US Pres George Bush is faced with some tricky spending decisions following the news that the budget surplus has disappeared. According to the Congressional Budget Office, $9 bil needs to be taken from the Social Security trust fund in order to balance the 2000/2001 budget.
