Pastrana's many battles
Article Abstract:
Andres Pastrana, president of Colombia, aims to achieve peace with the guerrilla movement, but there have been a number of setbacks such as a new series of attacks by FARC in Nov 1999. Pastrana has made concessions to FARC which include the withdrawal of the armed forces from a jungle area. Peace talks will start again in Dec 1999 and will cover a wide area, including petroleum policy and political reform. There is hope that the guerrillas can be educated to understand modern democracies. Meanwhile, paramilitary groups have carried out massacres, and Colombia faces economic problems. Colombia is cooperating with the US on the drugs trade, but there are obstacles within the US to providing aid to combat drugs, which could also help the peace process.

Bring drugs within the law
Article Abstract:
Legalization would allow governments to prevent organized crime from selling drugs while also controlling the quality of narcotics. Drug laws vary worldwide, and highly addictive drugs like tobacco are often legal where less harmful drugs like marijuana are not.
