The United Kingdom has seen jobs losses in Aug 1998, but the Bank of England sees only a one in eight possibility of recession in 1999. The bank also forecasts that the government's inflation target will be achieved in 2000. There is concern about the impact of tight labor market on wage inflation, but pay demands appear to have moderated so interest rates may not need to be raised. Unemployment looks set to rise, according to the bank's reasoning, since UK unemployment appears to be below its natural level.

Many economists believe that European unemployment rates are greater than the US because of high minimum wages and generous jobless benefits. However, a study by three French economists found that slow growth and the high cost of firing workers were more important factors in the disparity.
