A refresher on the 1930s
Article Abstract:
The Wall St Crash of 1929 followed a recession, which started after interest rates were raised due to fears of inflated stock prices and financial speculation. Protectionism led to a collapse in trade. Bank failures led to a collapse in the money supply. US taxes were increased in 1932 to balance the budget. Unemployment remained high despite economic recovery in 1935, and unemployment only dropped as war approached. The New Deal created problems for business, including higher taxes. Banks are still causing problems in 1998 and there is little understanding of how they can be regulated.

Democracy gets back to business
Article Abstract:
The Brazilian economy is undergoing a recovery following a currency devaluation in Jan 1999. Inflation has not risen by as much as was feared, but monetary policy will remain especially cautious until inflation declines. There is concern that fiscal discipline could be relaxed as Brazil's prospects improve, and fiscal problems were an underlying cause of the devaluation. Meanwhile, there have been corruption investigations which could divert attention away from necessary political and tax reforms in Brazil.

Rio Grande do Sul, Brazil is a region that once sought to be independent and elected Olivio Dutra governor of Workers' Party in Oct 1998. Firms in the region faced competition with the entry of Brazil into Mercosur. Dutra argues that subsidies should go to farmers and smaller firms, not big firms.
