A shaky start: ethnic rivalries pose a threat to new regime

The continuing tension among the different ethnic groups in Afghanistan is making a lasting peace improbable. Gulbuddin Hekmatyar's Hizbe Islami mujahideen group is a major threat to the provisional government, a threat reinforced by the group's proximity to the seat of government. Additionally, the Hizbe Wahdat coalition of mujahideen groups has also expressed dissatisfaction over their exclusion from the provisional regime. Observers believe the mujahideen groups must first be disarmed before peace initiatives could work.

Carnage in Kabul

Afghanistan once more faces the prospect of another civil war as the mujahideen has continuously been besieged by armed resistance from fundamentalist Hizbe Islami forces. The country had just recovered from an earlier war during the Soviet occupation of the country. The present tension arises from the ethnic and factional disagreements among the new leaders. Where the former civil war was characterized by guerilla tactics, the impending war will be fought with aircraft and tanks.

Article Abstract:
Leaders of the different Afghan guerilla factions have recently agreed to end the bloody sectarian fighting in Kabul. Afghan Pres Burhanuddin Rabbani led the move to end the fighting by convening a meeting of the Council of Afghanistan, the coalition grouping the various mujahideen parties. The agreement between the rival factions stipulates the withdrawal of all guerilla groups from Kabul. The fighting in Kabul lasted from the end of Jun, 1992 until Jul 21, 1992.
