Abstain and frustrate: Rao aborts opposition plan to impeach a judge
Article Abstract:
India's Prime Minister P.V. Narasimha Rao and his Congress party were accused of tolerating corruption and exercising poor leadership in the case of Justice V. Ramaswami, who faced impeachment in parliament for using government funds to pay for luxuries. However, Ramaswami escaped impeachment on May 11, 1993 after all 205 Congress members abstained from voting, which prevented the necessary 2/3 majority. Rao's hesitant role in the abstentions prompted the opposition to charge him with being both indecisive and morally lax.

Arjun Singh's resignation from Indian Prime Minister P V Narasimha Rao's cabinet sets the stage for an aggressive leadership challenge within the Congress Party. It may also end the stability that characterized India's economic recovery since instituting liberal reforms in 1991. Rao's dithering over two recent reports charging ministerial malfeasance or incompetence has helped Singh, as will the party's expected losses in upcoming state elections.

Rao's rope trick
Article Abstract:
Indian Prime Minister P.V. Narasimha Rao and his ruling Congress party suffered badly in the Jul 28, 1993 no-confidence vote, winning by a slim and desperate margin. Rao's weak leadership since the destruction of the Ayodhya mosque in Dec 1992, and two corruption scandals, have also robbed him of much national stature. The government bureaucracy is moving slowly, and sometimes against the desired reforms, in the absence of real leadership.
